The payment of care is dependent upon whether its considered a CARE or a HEALTH issue - PALS would know if they need to be involved as a Health problem.

 Volunteer on the scrutiny group with your local LINk - Local Involvement Network who scrutinise health and social care services, hospitals, nursing homes, dentists etc via feedback from the public and then they report to the Care Quality Commission - LINk will become Healthwatch in 2011
 See on the right hand side ' Services near you ' find local one and feedback any complaints or info, they can contact the Care Quality Commission and make a complaint and give you info
on how to access the right people.    
Complain to local city councillor or if that does not work, your MP, you can contact them easily via their webpages, email, They Work For You or Write to Them websites which track your complaints emails, or you always have local media - newspapers, radio or tv stations - indeed national ones too!
