These Inquiries relate to the applications and planning orders regarding the proposed

new Visitor Centre Plans (VCP's),
and the Traffic Regulatory Orders - see plan link (TRO's).

The TRO's are intended to stop parking on the whole of the World Heritage Site and include grassing over A344. 
There were so many objections to the TRO's that an Inquiry is to be held, namely a "Non Statutory Inquiry" to be held sometime in 2011. In SGWI's objections we used the precedent of the TRO that Yorkshire Dales National Park tried to apply in similar fashion to this TRO on Stonehenge - The YDNP TRO failed - please see the link and read the reasons why

 There were also many objections to the VCP's ,but as Gov funding was withdrawn (late 2010) SGWI are not sure of the currant situation regarding "objections" re "Design & Facility"

03 Nov 2010  Notes from SGWI -

Mark Stansby is head of the Trowbridge planning dept and he contacted us today re updates re the WHS TRO etc. He is awaiting notification of a date for an Inquiry to deal with the stopping up of the A344 [grassing it over between the A303 as it runs up towards Airmans Corner, and making it grass between the Stones and the Avenue]

That is being called a Stopping Up Order which will come under the Highways Dept as its interfering with a main road access and Trowbridge cant deal with that at their level, only local byways and minor roads.

Because of the high number and calibre of objections to the TRO and the Visitor Centre there has to be a prime Inquiry relating to the Stopping Up and the evidence already presented via all our objections will be included in that - in other words there is no need to Stop Up if there is not going to be a Visitor Centre or a blanket TRO!

That Stopping Up Inquiry will inform EH if they can go ahead with possible amendments to the other two applications, [of the blanket TRO re non parking, and the Visitor Centre].

Mark will only deal with the TROs relating to the byways and droves etc. Highways Dept will deal with the Stopping Up of the A344 [ think that is clear?]

Mark has just informed us he is meeting with English Heritage next week and will come back to me regarding the issues that have been raised by myself , us as a group and others-

I have tried to give you very provisional answers to your questions below but many of these need to be directed to English Heritage.
We have no date for the public inquiry however the intention is to hold the Stopping Up and TRO inquiry consecutively.

1, When will EH be addressing objections relating to the planning applications, and informing all parties when they are ready for presentation to an Inspector at an Inquiry?
A - The question regarding planning matters needs to be directed to EH. It will be for the Inspector (once appointed) to determine if 'other' matters are of material consideration for the inquiry. The date of the Inquiry should be advertised by the Planning Inspectorate.
 
2. How does EH intend to keep all the objectors in the loop of the consultation so that they can attend in person any Inquiry when a date is set? Will it appear on Highways and/or Wilts planning application calendars?
A - This needs to be asked of EH directly and it would be inappropriate for me to speak for them. Wiltshire Council's inquiry is in respect to the Traffic Regulation Order and I do not fully understand your reference to the planning application.
 
3. Who will be in charge at Highways regarding the A344 Stopping Up Order?
A- This query needs to be directed to EH. Highways evidence will be given by an expert witness for EH.
 
4. Are you planning yet another public consultation on either or both of the two projects?
A- Wiltshire Council is not planning any exhibitions or consultations, I do not know EH's intention.
 
5. If there is to be more public consultation, would that relate to all aspects of the Inquiries or just byways and related parking/access issues?
A - Please refer to the answer above.
 
6. Will information on the dates for the Inquiries be available via the Wilts CC Planning Calendar - this aids those who may not be contacted personally as a noted objector but may wish to attend?
A- No as this is not a planning inquiry. The date will be advertised but I do not have any details as to how or where this will be done at this time.
 
7. You will note our blue link for TRO maps affecting Stonehenge is broken, would you please provide current proposed TRO related maps of the WHS area?
A - I will need to investigate this further.

We have not yet been informed of the inquiry dates. Regarding a map of the Traffic Regulation Order (TRO), I am sorry but I must direct you back to Wiltshire Council for this, since it is the Council that is responsible for taking forward the TRO.

I will send out this info and no doubt the petitioners will be made aware - we are not organising that petition, but know of its existence.
 
Submission of Evidence - there is a precedent relating to the Yorkshire Dales National Park, relied upon and mentioned in many responses including ours - do we have to send in four copies of this or is it on the list the Wilts CC will use as CORE DOCUMENTS? This is a most important relative document and re-reading your instructions Im unsure whether Wilts CC will produce it.
 
I will refer people to the relevant website for further updates of the Core Documents and other information.

The deadline for evidence is Wednesday 25 May. Any petitions would not need to be read out. I have asked for 4 copies of all further documentation, is this going to be an issue if there is a petition? If so I can discuss this with the Inspector.

We understand that a petition is being collected over the next few weeks and that you have said its OK to present that at the Inquiry as evidence of people's strong feelings about not being able to park on the BOATS and droves on the Stonehenge WHS.

We thought you had a deadline for evidence which passed recently? Im sure you can see that we dont want people wasting time collecting signatures if they will be ignored by the Inspectors.

With regard to the Stopping Up Order Inquiry only those that have formally objected can appear at the Inquiry, and re the TRO Inquiry, unless agreed by the Inspector, only those that responded to the pre consultation or formal consultation can appear at the Inquiry. Also those appearing will not get copies of everybody elses evidence - only that of English Heritage (SUO) and Wiltshire Council and English Heritage (TRO).
